After a brief hiatus, the Revista de Direito Penal makes its reappearance at the precise moment its governing Institute takes on a new organization as a center for Criminal Law study and criminological research within the Cândido Mendes University Complex. Now established at its new headquarters—located at Rua Paulino Fernandes, 32, 1st floor, in Rio de Janeiro—the ICP acquires the necessary conditions to carry out the broad cultural program to which it is dedicated. This issue of the Journal appears, however, in a phase of transition regarding its editorial program, which will be carried out with stability and permanence. Within it, the reader will find the official report of the IX International Congress of Social Defense, recently held in Caracas, on Social Marginality and Justice, as well as a notable study by Prof. Wolfgang Schöne, from the University of Bonn—who recently visited us—on the complex issue of the technical structure of crimes of omission. In the Commentary and Communications section, four essays appear: by Professor Nilo Batista, on executive pardon; by Professor Alcides Munhoz Netto, on Aníbal Bruno; by Professor René A. Dotti, on criminal identification; and by Professor Damásio E. de Jesus, on the statute of limitations in the upcoming Penal Code.In the news section, information appears regarding the research conducted by the Institute on drug abuse legislation, which was the subject of a recent publication. In addition to our regular sections, this issue includes in full the Standard Minimum Rules for the Treatment of Prisoners, approved by the Council of Europe. This represents an important document published for the first time in Brazil, featuring a translation prepared specifically for this journal.
