This work was prepared for the Federal Council of the Brazilian Bar Association (OAB) and adopted by it as its official position during the debate on reforming the National Security Law then in force. The author examines the doctrine of national security and addresses the concepts of political crimes and crimes involving the expression of opinion, ultimately formulating various legislative reform proposals covering multiple aspects of criminal and procedural criminal law.
