This volume contains, with minor alterations, the study with which Christiano Fragoso earned his doctorate in law from the State University of Rio de Janeiro in 2011. I had the renewed pleasure of closely following the development of this work—renewed because, a few years earlier, I had supervised the author’s master’s thesis, which brilliantly demonstrated the futility of creating a specific criminal offense for strikes to deal with those “hard cases” (healthcare workers, air traffic controllers, etc.) that make TV news anchors howl for crackdowns and arrests (*Criminal Repression of Strikes: An Antidemocratic Experience*, São Paulo, 2009, IBCCrim).
